Market Conduct
By participating in the market, vendors agree to attend consistently, be set up and ready before opening, and treat others with kindness and respect. We ask everyone to maintain a positive and cooperative attitude, creating a welcoming experience for both vendors and customers. Please refrain from negative or disruptive conversations while at the market, including gossip or complaints that could affect the experience of others. If these expectations don’t align with your approach, this market may not be the right fit for you.
Farmers Market Integrity:
Eastmark Farmers Market is built around fresh, local food and community connections. To maintain that focus, our goal is to keep approximately 70% food-based vendors and 30% artisan vendors, ensuring a balanced mix. Products should primarily fall within food, beverage, plant, kitchen or garden-related categories. Artisan vendors offering locally made, high-quality goods that align with our values are also welcome within available space. The market team will review all applications to ensure balance within each category and reserves the right to determine placement or decline participation if a category is full or not a good fit. We support healthy competition and believe each vendor brings something unique to the market. To maintain fairness and consistency, booth sharing is not permitted.
Craft Artisan Balance & Rotation Policy
To comply with City of Mesa guidelines and maintain the required 70% food / 30% artisan vendor split, artisan vendors will be scheduled on a rotating basis. This approach ensures all craft artisans have the opportunity to showcase their products while allowing the Market Manager to schedule vendors based on availability, seasonal demand, product variety, and market needs. Vendors must submit their availability each month, and dates will be scheduled one month in advance.
Product Standards & Transparency:
Honesty and transparency with customers are essential. Vendors must accurately represent all products they sell. Misleading practices, such as repackaging, mislabeling, or suggesting an item is homegrown or handmade when it’s not, are not permitted and may result in removal from the market. All products sold must be listed in the approved vendor agreement. Any new or additional items require prior written approval for the Market Manager before being offered for sale.
Insurance Requirements:
Once accepted as a vendor, you will be required to maintain commercial general liability insurance with coverage of at least $1,000,000 per occurrence for property damage, bodily injury, and personal injury. Your insurance carrier must be reputable and approved for coverage within Arizona.
Your policy must list the following entities as additional insureds:
Steadfast Markets, LLC and the City of Mesa, its officials, officers, elected and appointed officials, and employees.
Proof of insurance must be submitted before your first market day. Vendors are responsible for keeping their coverage active and updated throughout the season.
Permits, Licensing & Insurance
All vendors are responsible for obtaining and maintaining the necessary permits and licenses required to operate at the Eastmark Farmers Market and for complying with all applicable state, county, and city regulations.
Transaction Privilege Tax (TPT) / Sales Tax
Vendors engaging in taxable sales must obtain an Arizona TPT license from the Arizona Department of Revenue and remit applicable sales tax according to state law. Once an approved vendor, Mesa must be added as a location on the vendor’s TPT license. Vendors are required to provide their TPT number or proof of registration to the Market prior to participation.
Food Vendor Permits & Requirements
All vendors selling or sampling processed or prepared foods made in a certified commercial kitchen are required to hold a valid Maricopa County Environmental Services food permit (TFE or MFU, depending on their operation). Permits must be approved before participating in the market. All food vendors must keep a valid food handler’s card on site and available during market hours. It is the vendor’s responsibility to comply with all Maricopa County health and safety regulations. County inspectors visit markets regularly to ensure compliance.

Cottage Food Vendors
Vendors selling non-potentially hazardous food, meaning items that do not require refrigeration for safety (such as baked goods, jams, or candies), may operate under the Arizona Cottage Food Program. These products must meet state labeling requirements. Vendors must be registered with the Arizona Department of Health Services. Cottage food vendors are not required to obtain a TFE permit, but must follow all program rules.

Food Trucks & Trailers
Food trucks and trailers must obtain a Mesa Mobile Food Vendor License, maintain a valid Maricopa County Environmental Services mobile food permit, and complete a fire inspection in accordance with city requirements. Proof of all active licenses and inspections must be submitted before participation.
Employees
Business owners are responsible for making sure their team members know and follow all market rules and policies before working at the market.
Fees & Payments
Vendor spaces are currently offered at an introductory rate of $35 per 10X10 booth. This rate reflects our focus to build a high-quality market experience while we evaluate overall balance and community response. Booth fees will be reviewed in March 2026 to make sure it’s fair and sustainable for both our vendors and the market moving forward.
Day of Market:
When participating in the Eastmark Farmers Market, you are committing to being fully set up and present for the entire market day. An orange cone perimeter will be placed around the market area 30 minutes before opening, and no vehicles will be allowed to enter the market space once cones are in place. All vehicles must be moved out of the market area at least 20 minutes before opening. Booths should be completely set up and ready to vend 10 minutes before the market begins. Vendors are expected to remain in their booth for the full duration of the market or have a neighboring vendor watch their space for brief breaks. Breakdown may not begin before market close. If you sell out early, please stay in your booth, fully set up, until the end of market. While our market team can assist with heavier items when possible, vendors are expected to unload, set up, break down, and reload their own booths. Please note that within 30 minutes of opening, the markets team will be focused on final preparations and may not be available to assist.
Eastmark Farmers Market is a family friendly community space. All products, packaging, signage, and language must be appropriate for all ages. No smoking, no drugs.
Vendor Parking
Vendors must park on the street after unloading to allow parking spaces for market visitors. The Gateway Library parking lot may not be used by vendors at any time. Please be courteous and help keep nearby parking areas accessible for market guests.
Attendance & Tardiness Policy
To maintain consistency, reliability, and a great customer experience, Eastmark Farmers Market has the following attendance policies in place for all vendors:
General Vendors (Food)
Eastmark Farmers Market is focused on creating a strong and reliable experience for both customers and vendors. A consistent vendor presence helps the market grow, encourages repeat visitors, and supports overall vendor success. Our long term goal is for food vendors to participate weekly as the market becomes more established.Because we are still in our early phase, we understand that many vendors have other commitments. For now, we’re keeping attendance flexible. Each quarter, we’ll send out a form so food vendors can choose the market dates they plan to attend. Vendors are expected to attend all approved and scheduled market dates. Please communicate promptly if you cannot make your assigned date so another vendor may be offered the opportunity. While we aim to be flexible, repeated cancellations or no-shows are not tolerated, as consistent attendance ensures a thriving market.
Craft Artisans (Non Food):
Craft artisan vendors are expected to attend all approved and scheduled market dates. Please communicate promptly if you cannot make your assigned date so another vendor may be offered the opportunity. While we aim to be flexible, repeated cancellations or no-shows are not tolerated, as consistent attendance ensures a thriving market and allows the rotation schedule to function effectively.
Refund & Reschedule Policy:
If you need to cancel a scheduled market date, you must notify the Market Manager at least 7 days prior to the market. Cancellations made with 7 days’ notice may be moved to another available market date within the same month or season, depending on space and category availability.
Cancellations made with fewer than 7 days’ notice cannot be credited, refunded, or transferred to another date. Late cancellations and no-shows may affect future scheduling as we work to maintain consistency and reliability for our market community.
Approval:
Once approved, you will receive an official acceptance email from the Market Manager confirming your participation and schedule. Along with this, you’ll receive the Vendor Handbook, which includes all details and expectations for market day. Vendors are responsible for reviewing and understanding all information in the handbook, and this applies to any staff representing your booth at the market.
